An internal mail/courier system shall be maintained within the district in order that in-district communications and communications from outside sources may be delivered to the intended recipient in the most practicable way.

The use of this system and personnel for the distribution of materials and communications shall be restricted to those materials and communications that further the educational purposes of the District. The Superintendent may, by regulation, authorize certain exceptions without defeating the intent of this policy.

Political materials shall not be distributed through District mail boxes or school mail systems. The recognized collective bargaining units will be permitted to use the service in accordance with the terms of their contracts and Board policy on the use of school facilities
